Estonia has wrapped its 700MHz spectrum auction, with its three incumbents all securing concessions.
Regulator TTJA (Tarbijakaitse ja Tehnilise Jarelevalve Amet / Consumer Protection and Technical Regulatory Authority) confirmed that Elisa, Tele2 and Telia Estonia all procured two 2×5MHz licences during auctions conducted on 8th November. Applications to bid were opened in September.
The six available licences each had a reserve price of EUR1 million (USD1.03 million), and the operators did not exceed this rate by much; following three rounds of bidding, Elisa spent the most with an EUR2.11 million bid, followed by Telia with EUR2.01 million. Tele2 obtained both its licences at the reserve price.
TeleGeography reports that winning bidders are required to cover 50% of all counties within two years, extending this to 95% within four years. In five counties, the licensees may use additional spectrum to achieve the 95% target, as Russian TV broadcasts interfere with the 700MHz band in these locations.
