Mobile network users in Malaysia experience excellent network quality 57% of the time, while in the Philippines this falls to just 33%.
This is according to a new report from mobile quality measurement company Tutela that examines the mobile experiences of users in Malaysia, Indonesia, Thailand and the Philippines.
Some of the key findings from the report showed that:
Malaysia had both the highest download speeds and the highest Excellent Consistent Quality score among the countries studied, with Maxis’ score of 69% the best of any operator in the region. Celcom scored 62%, placing it second overall.
Filipinos consume the most data on their mobile devices but rely on WiFi more than anyone else, with only 23% of data usage over 3G and 4G connections, with PLDT’s Smart taking the overall lead.
In Indonesia, Telkomsel’s investment in 4G infrastructure is paying off. The network achieved the highest Excellent Consistent Quality score in the country, as well as third best for the region as a whole. Its users had the best coverage among Indonesia operators.
In Thailand, TrueMove delivered the fastest average download speed and the highest Excellent Consistent Quality score - delivering HD video capable network performance in over 49% of tests. DTAC came in a close second at 45%.
An Excellent Consistent Quality score demonstrates how often users experience a network capable of meeting more demanding use-cases such as HD video calling or 1080p video streaming.

The benefit of the mass crowdsourced testing approach that we used for this report is that we have been able to analyse the mobile quality experienced across the entire region – from big cities to small villages - giving a true and balanced picture of the experience that mobile users are getting.”
Tutela uses crowdsourcing to test mobile networks in a way that represents the day-to-day usage and experience of real-world mobile users, directly from the users’ handsets. Tutela’s software runs in the background of over 3,000 diverse third-party mobile apps, which have partnered with Tutela to study network quality. This report used over 85 billion mobile network measurements, collected between December 1, 2018 and January 9, 2019.
