GSMA, Asian Development Bank forge partnership to boost connectivity in APAC

The GSMA and the Asian Development Bank (ADB) have signed a strategic agreement aimed at accelerating digital transformation and expanding mobile connectivity across the Asia Pacific region.

The collaboration seeks to harness mobile technology to bridge the digital divide, drive economic growth, and strengthen climate resilience in ADB’s developing member countries. As part of the agreement, the GSMA and ADB will work together on policy reform, public-private partnerships, and capacity-building initiatives - mobilising the full potential of the mobile sector to tackle key regional development challenges.

The partnership supports ADB’s Strategy 2030, which emphasises the adoption of innovative technologies and integrated solutions across sectors such as health, education, finance, and disaster resilience.

A joint work programme will run through to 2027 and include research, targeted events, policy dialogues with governments and regulators, and the development of mobile-enabled solutions in areas such as agriculture, health, and climate adaptation.

John Giusti, Chief Regulatory Officer at the GSMA, said: “Mobile technology has the power to transform lives, especially in regions where access to essential services remains limited. This partnership with the Asian Development Bank marks a key milestone in our shared mission to build inclusive digital economies and resilient societies across Asia and the Pacific. Together, we aim to unlock investment, foster policy innovation, and create real impact on the ground.”

F. Cleo Kawawaki, Director-General of ADB’s Sectors Group Department 2, added: “This strategic partnership with the GSMA underscores ADB’s commitment to accelerating digital transformation and realising our vision for a prosperous, inclusive, resilient, and sustainable Asia and the Pacific. By tapping into the GSMA’s extensive expertise in mobile connectivity, digital inclusion, and policy advocacy, ADB will enhance its support for member countries in developing robust and inclusive digital ecosystems.”
