China awards MVNO licences

The issue of 11 MVNO licences in China is set to increase service-level competition in the country.

Candidates that have received the approval of the Ministry of Industry and Information Technology (MIIT) are now able to offer resell services via the networks of the three major incumbents.

Of the licence winners, the most well-known is Alibaba subsidiary Net.cn. Other winners include Beijing Bewinner Communications, handset retailer D.Phone, Huangxiang Telecom, e-commerce company Jingdong, Lianlian.com, and Telling Telecommunication Holding.

The two-year MVNO trial was announced in January 2013, and services are expected to launch within the first half of 2014. Licensees have received documentation detailing how the market will be regulated, as well as establishing quality standards and minimum service charges.
