Sybase Software (China) Co Ltd has recently deployed a Management Information System (MIS) for the Supreme People's Court of China of Guizhou Province, China.

Automating many aspects of information management, including trial process management, justice statistic management and justice administrative management, the MIS is increasing the court's operational efficiency. This in turn effectively reduces staff workload, speeds up data queries, improves tracking and monitoring of investigation processes, and enhances information sharing.  

The IT transformation of the court's office system is an important symbol for Guizhou 's e-government initiative, with efficient judicial administration supporting further economic development in the province. Working on previous experience in court systems (including Beijing 3-Tier Judiciary Courts, Hebei Supreme Court, Henan Supreme Court and Shanxi Supreme Court) Sybase beat a number of competitors to win the contract. 

The MIS now with Guizhou Supreme People's Court enables full process control and tracking of cases, from initial filings to the closing of cases. It manages the transfer of cases and trials between lower and higher courts, and provides decision support and analysis. As befits the sensitive nature of court operations, Sybase designed a high level of security protection into the system, ensuring that judicial information remains well protected. 

The high-performance management information system designed by Sybase Professional Services for the Guizhou Supreme People's Court is based on the Sybase enterprise database - Sybase Adaptive Server Enterprise. It comprises eight subsystems for: leadership decision support, trial process management, office automation management, party human affairs management, equipment back-up management, public information management, internal email and system maintenance.  

Qin Shuanglin, CTO of the Guizhou Supreme People's Court, identifies the problem: "The workload of trial cases and other business from all the courts in Guizhou Province has been very heavy - we've been able to raise efficiency, save resources, improve working conditions and increase the quality of information provided to government officials. It has enabled qualitative improvements in the work of the court."
