Chad government pressures Moov Africa over deteriorating network quality

Chad’s government has warned Maroc Telecom-owned operator Moov Africa Chad to improve network performance, amid growing frustration over what officials described as the deteriorating quality of mobile services across the country.
Minister of Telecommunications Haliki Choua Mahamat, Secretary of State for Telecommunications Ibangolo Manga Maïna Abel, and Regulatory Council Chairman Timane Erdimi met with Maroc Telecom International Executive Director Brahim Boudaoud to discuss network coverage, service quality and investment levels at the operator.
In a statement, Mahamat expressed his “outrage” at the quality of services currently being experienced by citizens, arguing that poor telecommunications services risk undermining the country’s economic, social and security development.
Boudaoud reportedly highlighted investments made by Moov Africa Chad, while operators in the country have previously pointed to fuel shortages affecting cell sites as a major factor behind network disruptions and service degradation.
However, Mahamat reminded the operator of its obligations under its spectrum licence and urged Moov Africa to explore alternative power solutions, including renewable energy sources, to improve network resilience. He also stressed that investment should be distributed more evenly across the country rather than concentrated in urban centres such as the capital, N’Djamena.
The government further called on Moov Africa Chad to connect to the state-backed fibre optic network to expand services and improve connectivity nationwide.
Moov Africa entered the Chadian market in 2018 after acquiring Tigo Chad from Millicom, which at the time was scaling back its African operations to focus on Latin America.
Mahamat concluded by warning that the government would take appropriate action if the operator failed to honour its commitments.
“Come what may, Chad will always survive,” the minister told the Maroc Telecom delegation.
