D R Congo Minister commits to open markets, regulation reform

The Minister of Posts and Telecommunications for the Democratic Republic of Congo has announced her country's intention to implement market liberalisation and regulatory reforms so as to enable more effective delivery of mission-critical satellite, wireless, and fibre-based telecommunication solutions to citizens throughout the nation.
The breakthrough, which was revealed during a keynote address delivered at the first D R Congo Communications Summit, is intended to improve access to voice, data and video communications for schools, medical clinics, telecentres, e-government and other public and private user groups whose welfare is vital to the nation's progress.
Mrs Louise Munga Mesozi, Minister of Posts and Telecommunications, D R Congo, announced: "On the occasion of the First D R Congo Communications Summit, the Ministry of Communications is pleased to announce that we are launching a comprehensive telecommunications programme to improve socio-economic conditions for all people in the nation...Central to the new programme will be the implementation of a policy that promotes open market conditions...The regulator will be responsible for implementing a more liberalised market, while ensuring effective management of precious spectrum resources...We call on all communications stakeholders to join us in this important endeavour."
Response to the Minister's plan was overwhelmingly positive, with more than 250 high-ranking officials confirming their support from sectors such as banking, mining, Internet services, mobile communications, humanitarian & aid, public security, and other key interests.
"We were greatly honoured to have the Minister speak at the inaugural D R Congo Communications Summit," said David Hartshorn, Secretary-General of the Global VSAT Forum (GVF), a non-profit association of the satellite communications sector, which served as host for the Summit. "The international communications community was deeply inspired by her commitment to promote expanded access to communications throughout the nation...On behalf of the international satellite communications sector, we will respond to her call for support with the fullest possible measure of communications technology, capacity building and other vital resources to facilitate the realisation of the Minister's noble vision."
In response to the strong communications industry response, GVF's Secretary General confirmed that the Second D R Congo Communications Summit was planned for approximately the same time next year. he declared: "This will provide an opportunity for industry and the government to report on the concrete steps that have been taken in fulfilment of the Honourable Minister's vision. As for the GVF, we plan to begin taking those next steps with immediate effect. "
