The Central Region of the Russian Federation has been named as the site of a new Global Network Operations Centre (GNOC) to be built by Nokia Siemens Networks. Construction is expected to commence in the fourth quarter of 2010, with the aim of beginning network management operations during the second quarter of 2011.
The announcement reflects the increasing amount of firms outsourcing network management to Russia and the CIS. The new GNOC will help telecoms operators across the region to improve the speed, quality and efficiency of their services, and Nokia Siemens Networks plans to make a significant investment over a period of five years to develop the centre.
The GNOC in Russia will be the company’s fourth, complementing its two existing centres in India and one in Portugal. NSN’s managed services business currently supports more than 380 million subscribers around the world.
Speaking at a press conference in Moscow to announce the investment, Rajeev Suri, chief executive officer of NSN said, “We are committed to being a local player in Russia and this is a strong step in that direction. These network operation centres are what we call ‘process factories,’ where Russian employees can develop deep competencies in network management and operations.”
Having recently signed the Russia’s first major network operations outsourcing deal with Mobile TeleSystems, NSN is pioneering managed services in the region.
The GNOC will be designed to operate multi-vendor networks. Operators will benefit from closer operational control, increased efficiency, improved service delivery, and high level of reliability, uptime and data security.
The network of GNOCs is designed to help operators go to market faster through round-the-clock project management, ensure high network and service performance through transparent Service Level Agreements, and improve service delivery efficiency while reducing risk.
