Togolese regulator ARCEP (Autorite de Regulation des Communications Electroniques et des Postes) is cracking down on what it deems anti-competitive behaviour between two of the country’s operators.
Local news outlet Togo First reports that the authority has given Togo Cellulaire (Togocel) and Atlantique Telecom Togo (Moov) until 20th November 2020 to end “price differentiation practices” in which the operators charge different amounts for on-net and off-net services.
According to TeleGeography, ARCEP has accused the operators of “making calls between numbers of their respective networks, cheaper than those between numbers belonging to two different networks” and has labelled this practice “harmful to competition.”
Noting that this arrangement could “potentially discourage calls to the competing network” due to their increased expense, ARCEP deemed it to be “in violation” of their concessions and threatened the operators with “a formal sanctioning procedure” unless they follow the directive.
