Tunisia plans ambitious digital modernisation of government administration

The Tunisian government has reportedly announced plans for a staggering 138 projects to accelerate the digital modernisation of government administration over the period 2025–2026.

These initiatives were presented earlier this week during a ministerial council. According to a press release from the presidency, cited by the Ecofin news agency, four main areas are to be targeted.

The first, the modernisation of administrative services, will include 99 initiatives aimed at developing remote services, strengthening interconnections between administrations and accelerating the development of information systems.

The second, the promotion of the digital economy, encompasses 18 projects dedicated to artificial intelligence, digital training, e-commerce and support for innovation and entrepreneurship.

The third, cybersecurity and digital trust, includes 12 projects, while the fourth, digital infrastructure development, includes nine projects to expand network coverage and modernise communications infrastructure within government administration.

Among specific measures mentioned on the Tunisian government portal are the development of a national and sectoral dashboard for the monitoring of implementation indicators, mandatory mechanisms for interconnection and data exchange between administrations, and the development of electronic payment and financial inclusion mechanisms.

The ministerial council also recommended the implementation of a national communication strategy to inform citizens of the digital services made available to them and to simplify access methods.

Also planned is a unified national portal bringing together administrative services and offering a simplified interface for citizens, investors and businesses. In addition, there are plans for a national open data policy to ensure transparency, stimulate innovation and integrate artificial intelligence solutions into ongoing digitisation projects, such as the early detection of corruption or tax evasion.

Sara Zaafarani Zenzari, the country’s Prime Minister, has been quoted as saying that the process of digitisation of the administration is "essential and necessary" and "not a choice". Its aims include attracting investment, promoting business, stimulating economic growth, and simplifying administrative procedures to make citizens' lives easier. It should also make it possible for the country to be more in step with international changes.

These plans are certainly ambitious, but costing, timings and technology partners are still to be announced. That said, the government adds that it plans, for the next five-year term (2026-2030), a unified national vision of digital transformation.
